Who Regulates Bottled Water?

The Water Quality and Health Council, an independent, multidisciplinary group sponsored by the Chlorine Chemistry Council®, states that The U.S. Food and Drug Administration (FDA) regulates bottled water using the U.S. Environmental Protection Agency's (EPA) tap water standards as a template.

In addition to the FDA oversight, The International Bottled Water Association (IBWA) insists that its members routinely employ measures to ensure bottled water safety. They have established a standard for their members which require members to undergo an annual, unannounced plant inspection.
